Feedback please on Inquiry idea

I have stated somewhere in another place (I feel like Star Wars, "long ago in a far away place...") that I was having difficulty solidifying my "wondering". Last night, when cleaning cabinets, I found our DVD set of "Saved by the Bell". I remember attending a reading workshop years ago talking about the benefits of closed captioning with struggling readers, I even came back and talked to my principal about pursuing this school-wide(they used Saved by the Bell in their project). Principal changed and water under the bridge, BUT when I saw those DVDs last night it reminded me of that topic. I would need to get copywright permission, but I think I'd like to move forward with the wondering.....how will struggling readers show progress when closed captioning programming is instituted 2-3 days per week. One of my TI teachers would be willing to make this a joint project since I don't have a classroom. I can use MAZE or our ThinkLink as one monitoring tool, plus a student survey. The basic premise as I remember it was to incorporate 2-3 lessons weekly, students would watch, but not hear the show. This would force them to read the words to be able to follow along. We would do some sort of questioning at the end. Some days oral, others written, short response, maybe even teams or group work as an immediate measure to let them know this is meaningful. When I got online, there are lots of articles supporting this theory among ELL students, and just a very little among struggling readers, but it was with struggling readers that I first heard the idea.
